Adrienne Walker currently serves the Senior Management Officer for Budget and Performance Integration within the Program Manager – Information Sharing Environment.    As part of this role she is responsible for designing and executing a performance framework to support the National Information Sharing and Safeguarding Strategy and its execution across the federal government.

Just prior to this role she served as Capital Planning and Investment Control (CPIC) Policy lead in the E- Government Office, of the Office of Management and Budget. Her work included issuing annual Circular A-11 guidance for exhibits 53 and 300, formulating the concept of operations for the Federal IT Dashboard and institutionalizing the TechStat Sessions that enforce accountability and improve performance of Federal IT investments.  Mrs. Walker took what was an annual snapshot-in-time review process and transformed into a real-time, continuous CPIC cycle.  Because of Mrs. Walker’s leadership, the capital planning process now helps OMB and agency CIOs make smarter decisions about continuing, changing or stopping their IT investments.  These achievements earned her a Federal 100 Award in 2011.

Mrs. Walker’s career began formulating business cases for hospital facility planning, based on market projections and supporting revenue cycle improvement. She transitioned to analyzing hospital billing and collections business processes and IT systems - determining how reengineering with people, process and technology in mind could improve performance and increase revenue.

Mrs. Walker’s Federal career began at the Department of Veterans Affairs, Health Administration (VHA), ultimately serving as the Enterprise Manager for Management and Financial Systems (MFS) where her role was to evaluate and facilitate the prioritization of MFS business requirements for VHA. During that time she earned her Project Management Professional (PMP) certification and Master’s Certificate in requirements analysis. She transitioned to the Department of Housing and Urban Development where she was responsible for the Select and Evaluate phases of CPIC and conducting training in various project planning disciplines. Mrs. Walker’s process redesign of Post-Implementation Reviews received high recognition from GAO for its quality and value to the Department.

Adrienne Walker is a proud alumnus of both Georgetown University and the University of Michigan – School of Public Health, earning a Bachelor of Arts and Master of Health Services Administration respectively.
