Office of the Chief Information Officer
Federal Aviation Administration

Ms. Ward is an IT professional with over 25 years of experience in IT project management, capital planning and investment control, portfolio management, and process improvement.  Ms. Ward serves as the FAA’s lead for OMB’s Federal IT Dashboard, and represents the Department of Transportation on an OMB working group focused on improving transparency and accountability of IT investments.  At the FAA, she also supports major IT programs across the agency in the areas of project management, earned value management, capital planning and investment control, and the associated reporting to internal and external stakeholders.  She is working to integrate CPIC and EVM efforts and reporting, with a goal of streamlining reporting, improving accuracy, and providing more valuable information to the program staff and oversight bodies. Beth is a thought leader in the multiple CPIC disciplines; she is also a strong proponent of integrated governance, bringing together the touch points between CPIC, Enterprise Architecture, Project Management, and Security – always working to ensure that IT investments are focused on improving mission performance.

Prior to joining the Federal government, Ms. Ward applied her expertise in the multiple facets of portfolio management as a contractor, directly supporting over 20 Federal agencies.   Her clients varied in size/portfolio size, including the Department of Energy, the Federal Aviation Administration, the Food and Drug Administration, and the Pension Benefit Guaranty Corporation.  Beth’s passion was helping her clients move beyond compliance with regulations, to making meaningful improvements in the ways that projects and portfolios were managed.  A gifted teacher, Beth has trained hundreds of students across the Federal government on Exhibit 53s and 300s, as well as the tools her clients used in developing their exhibits.  Beth’s career also includes nine years of service as an IT/Telecommunications Officer in the U.S. Air Force.

Beth holds a Master of Divinity from Wesley Theological Seminary, a Master of Science in Systems Management from the University of Southern California, and a Bachelor of Science in Psychology from the Florida State University.
