Carol Cha

Assistant Director for Information Technology at the U.S. Government Accountability Office (GAO)


Carol Cha is an Assistant Director for Information Technology at the U.S. Government Accountability Office (GAO), where she has led cost analyses and technology audits on major federal IT systems at the Departments of Commerce, Defense, and the Federal Aviation Administration, among others. In recent years, Carol has championed the use of earned value management as an auditing tool at GAO. In particular, she co-authored the GAO Cost Estimating and Assessment Guide, which provides auditors with best practice criteria for determining the reliability of cost estimates and the use of earned value techniques to manage system acquisitions. In addition to performance auditing, she also teaches beginning and advanced EVM training courses within GAO. Carol holds a bachelor’s degree in Business Information Technology from Virginia Tech
