Ms. Mefford joined GSA in 2007 as the Director of Financial Management Systems and, as such, has responsibility for all of the GSA financial and payroll systems serving GSA and 44 external client agencies. She is the executive in charge of the $45M project to migrate all GSA billing and accounts receivable functions from the 30+year old legacy COBOL system into the current, modern financial system which is based on CGI Federal’s Momentum Financials™ software. She manages 139 employees in 3 geographic locations, an $80 million budget, 4 data centers, and over 70 financial and payroll applications.
Prior to joining GSA, Ms. Mefford was the Director of the Secure Flight Program at the Transportation Security Administration (TSA) and spent most of her Federal career at the Federal Aviation Administration (FAA) building financial and management information systems to improve executive business and financial decisions in Air Traffic Operations.
Ms. Mefford started her career at Northrop Corporation as an engineer and spent 7 years with Booz Allen Hamilton consulting to the Aerospace industry. She was a founding partner of Rannoch Corporation which provides technical consulting to the FAA and the aviation industry worldwide.
Ms. Mefford holds a BS in Industrial Engineering from Tufts University and an MBA in Finance from the University of Chicago.
